One of our favorite commander decks for less than $40
Rohan's rider was released along with Elven Council, Mordor's host, and Food and Fellowship.
As you can imagine, this deck is centered on human power, and it is a very interesting deck as you can quickly build an army of tokens.
Eowyn, Shieldmaiden is a great commander, and the guard Beregond can also power your army, but there aren't many expensive reprints.
