It's on top of a crate that contains some other items. Be careful not to get too close to the tank Otherwise it will advance your checkpoint and the label will go out of bounds.

#2 – Clear the outside of the back balcony area of the building on the route to City Hall. This is discovered after your goal changes to “reach the watch location”. You can find it on the left side of the street shortly before arriving at the Town Hall. There is a book on the table.

#3 – This dog tag is located inside City Hall. Once inside, check the first room on the left on the lower level. The dog tags hang from a knife that pierces the poster.

Go directly into the broken building in front of you and retrieve the dog tags on the floor next to the carpet. If you've reached the Old Fort objective point, you've gone too far.
