If you haven't read the full series, it's usually recommended to read them in the order of their publication, but you can also read them in chronological order: ballads of songbirds and snakes, then sunrise in harvest, and then the original trilogy.

The 5 hardcover box set is worth a good value, but you should also check out the budget-friendly deluxe paperback published in February, a month before Sunrise’s harvested release. Available for purchases individually or together in a sliding box worth showing, the Deluxe Edition features exclusive cover art, paying tribute to the original cover. The Mockingjay on these covers is not commemorated on the pin, but is surrounded by leaves. The scene tangles around the bedspread due to the edges of the colored pages with stereotypical artwork.
If you purchased a luxury box set, four books form beautiful mosaics when they are inside the display case. Each Deluxe Edition sells for about 50%; buying all four books separately costs $1 less than the four book set. But, again, you'll miss the showcase that completes the scene.
The harvested sunrise seems to eventually get a matching deluxe version. Currently, you have to settle for a mismatched book in the series. However, since the harvested sunrise is $19.17, you'll spend about $56 on the series, just under the 5-book hardback box.
